You'll see that there are 2 tools in the RAR file.

The 1st one is SpelunkT (Which is used to extract and compile files)
and the 2nd one is the sound fix tool.

To use spelunkT you'll need a wad and a wix file (either alltextures.wad or allsounds.wad)
To extract the file open command prompt and type the following:
spelunkT -x [name of wad file]
It should create a new folder containing all the files inside that wad folder!

When you finish editing the files, type the following command in the command prompt:
spelunkT -c [name of wad file or folder]
It'll create both a new wad and wix file (eg. NEW_alltextures.wad)

When editing allsounds.wad, there is a problem where the sounds are played incorrectly.
To fix this, use the Spelunky sound fix tool.
To use it, select the Newly created allsounds.wad.wix file as the patch and select the unmodified (Original) allsounds.wad.wix file as the Original then click patch.
It should create a file called FIXED_allsounds.wad.wix
